Montreal’s Denis Coderre and Quebec City’s Régis Labeaume joined their voices this week to call for a “ new deal ” for their cities that would fully recognize their cities’ needs and their importance to the province as a whole. Their message was that Quebec’s well-being is greatly reliant on the well-being of its principal cities. What they want overall is special status, as a metropolis in Montreal’s case, and as a capital in Quebec City’s. Coderre was even moved to toss out the term “ city state ” as a designation of which Montreal might be deserving. They maintain that under constitutional provisions that grant provincial governments full jurisdiction over municipalities, provincial governments of varying stripes have sought to treat all of them the same way, with Montreal’s civic administration having essentially no more powers than that of Montmagny. And they point out that municipal affairs bureaucrats in many respects have more power over the province’s major cities than do their mayors. As Coderre laid it out, special status for Montreal would include a new fiscal pact with the provincial administration, allowing it to generate revenue through sources other than property tax and to negotiate directly with the federal government for funding for priority projects. Montreal would take control over local development centres and community economic development organizations, as well as responsibility for social development issues, including homelessness and immigration. As it is, Montreal has a limited say on projects that have a major impact on the city, such as the new Champlain Bridge, the Turcot Interchange refit and the proposed covering of a stretch of the Ville-Marie Expressway. On the other hand, giving city hall more powers and sources of revenue is no assured panacea. Municipal administrations here have indulged in their share of follies over the years, from the Olympic boondoggle to the $2 billion pension fund hole the city dug for itself with overly generous contract settlements with its employees. And certainly the city would be on a better footing had corruption not flourished under the noses of local governments. The City of Toronto Act , whereby the Ontario government gave Toronto many of the powers Montreal and Quebec City are seeking, is often cited as a model for what might be done here. But downsides were noted there as the city took advantage of its new powers to impose taxes and user fees that shortly had small and medium-size businesses up in arms. It is in the greater interest that the provincial government be open to the cities’ proposals. But the mayors should also have to show just how the reforms they are seeking would better serve citizens’ interests than does the present arrangement. xboter 2014 |
