April 13 and the original Occupy Raleigh Other Views NewsObserver.comThe Stars and Stripes should be flying from thousands of Raleighs balconies and front porches today, the anniversary of Union occupation of the city. The arrival of federal forces put an end to the states slaveocracy, which had not only kept African-Americans in bondage but also condemned the whole South to commercial and industrial underdevelopment. On April 13, 1865, by prior arrangement with local authorities, Union troops marching north from Smithfield came into Raleigh as Confederate forces fled west along todays Hillsborough Street. The citys regime change was almost bloodless. Only one Confederate soldier, who might have been looting, fired upon the federal troops and he was promptly hung. Confederate forces retreated toward Hillsborough and Greensboro to await an inevitable peace treaty; Gen. Robert E. Lee had already surrendered at Appomattox. gw2 gold On April 16, while a pact was pending, Union soldiers occupied Durham. The following day they entered Chapel Hill. Both actions were accompanied by less drama than the takeover of Raleigh. Generations of American historians painted the Civil War largely as a struggle between Abolitionists and the South, but that picture, most of todays scholars recognize, mistakes the interests of the slave-owning class for those of the majority of Southerners. The slaveocracys neglect of industry and infrastructure devalued the farmlands and wages of workaday white Southerners, the bulk of the population. In a word, the economy of slavery kept most people poor. guild wars 2 gold The phrase, a rich mans war and a poor mans fight was coined to describe the Civil War, both North and South. In the Confederacy, men who owned 20 or more slaves were exempt from the military draft. With the protection granted by that measure, the planters used my ancestors and maybe yours as cannon fodder to defend their rule over all of us. Certainly, it seems to me, the rebel politicians who promulgated the slaveowners exemption are worthy of no more respect than those whom we today censure for the banking bust of 2008. Planters were the 1 percent of their time and place. The Triangle is not alone is failing to commemorate the wars end. Its hardly celebrated anywhere. Texans have for generations marked June 19, the date on which federal forces sailed into Galveston, with speeches, sermons and picnics, but elsewhere in the South, and in the nation as a whole, the regions liberation goes unnoticed. Raleigh is an especially fitting locale for commemoration of the Unions victory. North Carolina entered the Civil War reluctantly and late. A referendum in February 1861 kept the state out of the Confederacy until May 20, making North Carolina the next-to-last state to secede. And in the days between the fall of Raleigh and the surrender of the regions Confederate forces on April 26, Tar Heel troops set a record for Confederate desertions. Those deserters were no doubt unaware of their role, but they were a vanguard of todays New South, which did not come into being until a century later, with the repudiation of Jim Crow. Southern backwardness is now fast receding, and if the sons and daughters of Raleigh have anything to look forward to, it is at least partly owed to the blue-uniformed soldiers who came into town and to those Confederate troops who headed home on April 13. gw2 gold Dick J. Reavis, an English professor at N.C. State University, has a family tree that includes three Confederate veterans one of whom deserted and took the Union oath. xboter 2014 |
